In Doctor Who, on 22 century there's a acid factory, wich uses "the flesh" to copy its workers, because many of them would die in accidents with the acid. The original humans can copy themselves and control their copies/doppelgangers with their minds, the orginal human bodies stay on a coma state while the doppelganger is active/alive. When the doppelganger is deactivated/dies the mind returns to the original human body. The doppelgangers were always killed/deactivated so the mind could return to its original body, but the doppelgangers have some sort of consciousness, the doppels have a high tollerance to pain they feel the death every time they die, even having a high tollerance to pain.
The Doctor made people stop to use the doppelgangers as humanity's slaves, not allowing people to use "the flesh" anymore. The Doctor starts to look for another use for "the flesh" so he comes back to the past a little bit, 21 century and introduces "the flesh" as a way to treat patients in coma state, letting them live while their original bodies is in treatment. If and when the original  body wakes up from the coma, or it's healed, the doppelganger is deactivated, making the person's consciousness go back to its original body.
So coming back to Jeff The Killer... His body is very damaged after being set on fire by the bullies, entering on a coma state. The doctor who is taking care of Jeff suggests to his parents to use "the flesh" on Jeff, so he can have a "normal" life while his original body recovers from the burnings. His parents agree with that and Jeff's doppelganger is created, but something goes wrong, in the middle of the procedure the power wents off for some minutes, causing some deffects on Jeff's doppelganger, like his aspect and makes the doppel insane. Thanks to the doppel's insanity, he likes his new look, goes home, cuts the smile on his face, burn off his eyelids, kills his family and becomes a killer.
I watched the episode "The Almost People" yesterday, and i think that the people made of "the flesh" look like Jeff ._.
